Background:

The Community Services Block Grant is authorized under Title VI, Subtitle B, of the Omnibus Budget Reconciliation Act of 1981, Public Law 97-335, as amended; and the Coats Human Services Reauthorization Act of 1998, Public Law 105-285.

Purpose:

The purpose of the CSBG award differs from most other grants because it does not focus on funding a particular service. CSBG is a general support program. CSBG funding can:

·Support creation of new programs and services.
·Augment existing programs and services.
·Be used for general admin.required to coordinate and enhance programs.

Eligibility:

States and Indian Tribes are required to submit applications with specified assurances mandated in the CSBG Act by September 1 either annually or bi-annually. Indian Tribes submit applications annually. State Office of Community Services work collaboratively with local CSBG services providers primarily to prepare annual state plans which describe how the state will carry out the assurances. Funds received under CSBG are used to provide services and activities that address employment, education, income management, housing, nutrition, emergency services, and health.

Program Services:

The CSBG program provides States, the District of Columbia, the Common Wealth of Puerto Rico, U.S. Territories, and federal and state-recognized Indian Tribes and tribal organizations, Community Action Agencies, and several hundred other locally-based organizations, funds to ameliorate the causes and conditions of poverty in communities. The funds provide a range of services and activities to assist the needs of low-income individuals including the homeless, migrants and the elderly. Grants are determined by a statutory formula based on each States' and Indian Tribes' population.
